Try putting the fuel tap into the prime position and start the engine with it in Prime - then put it back to the normal position.
The fuel tap is a vacuum controlled mechanism - it is possible that you are not getting enough vacuum to open the valve and let the fuel down to the carb in the run position.
When the tap is in the prime position it allows gasoline to flow without requiring the vacuum openning of the valve.
Keep the rubber side down
